What this is, and is not
The evidence gradeTenant-grade, stated plainly: twenty cases, three of them collapsed or dissolved and the twentieth the workshop coding itself, coded by one team with adversarial review invited. No causal claims.
The scale0 is absent, or present and failed. 1 is partial or informal. 2 is present and load-bearing. A cell is coded only on documentable evidence, and not-coded is a recorded state distinct from zero.
No headline numberCases are never averaged into a single score, because one number would be a gaming surface and a false precision.
The falsifierFalsifier F–01's measurement instrument in embryo: it defines the variables, the anchors, and the recording discipline the comparative test needs. It is not yet the test.
The anchor sub-readingWithin Vital-signs review, a sub-reading asks whether the reviewing body pre-registers dated frames and is scored against them, the anchor property EQ–06e adds to the reading seat. A sub-reading, not a twenty-first dimension. No case in the current set yet meets it. The closest are external or academic monitoring that read an institution from outside (Porto Alegre, Ostbelgien, Sardex) without it staking dated, scored forecasts of its own. This is Falsifier F–08's instrument in embryo, the decade-horizon test of whether seats bound to scored frames out-calibrate unbound ones.
The cost anchorA second sub-reading places a case's published governance cost against the framework's own affordability band, the overhead of EQ–02f, and is the tracker's leg of Falsifier F–10. A sub-reading, not a twenty-first dimension. No case in the current set carries it yet, because the priced record behind EQ–02f reads external analogues rather than these organizations' own filings.
Disputes and errataDisputes are invited and published beside the codes they dispute; every changed code lands in a versioned errata note. v0.2 added the dissolved anchors, Fagor Electrodomésticos and the Bristol Pound, and v0.3 adds Sardex, the strongest living mutual-credit case, which registers its own falsifiers. v0.4 adds six cases to fill the empty dimensions and a documented death, the Whanganui River, the Fediverse, the Danish folk high schools, the Amsterdam and Helsinki algorithm registers, Kudumbashree, and The DAO, so every dimension is now coded by at least one case, with no existing codes changed. v0.5 opens the contribution protocol and adds a governance cost anchor and the twenty dimension names inline, with no existing codes changed. v0.6 adds the twentieth case, the workshop coding itself as the self-pilot, marked self-coded and never counted as independent evidence, with no existing codes changed.

The world's first river granted legal personhood, by New Zealand's Te Awa Tupua Act 2017, which vested the Crown-owned riverbed in the river itself and created Te Pou Tupua, one Crown and one Whanganui-iwi appointee, as its human face, backed by an 80 million dollar redress package and a 30 million dollar health fund. The iwi-led strategy group Te Kopuka released its long-term catchment strategy for consultation in 2023, deferring binding resource-management change to about 2028. Yet the Act's section 46 preserved Genesis Energy's existing upstream water diversions, and the Department of Conservation's own assessment found the catchment's ecological health had declined, with E. coli generally worsening over the decade. The roughly 150 million dollar crowdfunded venture-DAO on Ethereum, drained of about 60 million dollars through a reentrancy exploit in June 2016; the stolen funds were trapped in a child-DAO by a split timelock, giving the community a window to respond, and a contested hard fork in July 2016 clawed the funds back and split the network into Ethereum and Ethereum Classic. Method, borrowed with its humility The discipline comes from the datasets this one imitates: anchored ordinal scales and hard inclusion rules from the resistance-campaign datasets, per-cell justifications, confidence flags, and versioned corrections from the democracy-measurement tradition, and survivorship handled by design, decline coded as a first-class state. The codebook's twenty dimensions are the readiness scorer's, shared so an organization scoring itself and the movement coding the world use one instrument.
